In the presence of His Excellency the Advisor to His Excellency the Minister of Labor and Social Development, Dr. Khaled Al-Anqari, and a member of the Board of Trustees of the Sulaiman bin Abdulaziz Al-Rajhi Charitable Foundation, Professor Dr. Saleh Al-Ayed, and the directors of the departments, divisions and units of the Foundation, today, Tuesday, 08/22/1439 AH, corresponding to 05/08/2018 AD, the strategic initiative “Rushd for Orphan Care” was launched. In the Kingdom of Saudi Arabia" at the Foundation's main center in Riyadh. It is an initiative by the Sulaiman Al Rajhi Charitable Foundation to build a comprehensive and unified proposed strategy at the level of the Kingdom of Saudi Arabia for caring for orphans and those of the like, which will contribute to achieving the desired goals of all entities or individuals who care for orphans.
This initiative comes to participate effectively in achieving the vision of the Kingdom of Saudi Arabia 2030, as the vision depends on three axes: a vibrant society, a prosperous economy, and an ambitious nation. These axes are integrated and consistent with each other in order to achieve the goals and maximize the benefit from the foundations of this vision.
This strategy was implemented by the Third Direction Office for Management Consulting, and a receiving advisor for the strategy was appointed, which is the Modern Leadership Office.
The number of members of the work team participating in preparing the strategy was 49 experts. It also designed 8 models of questionnaires for the purposes of studying the reality of orphans, which were distributed to 4782 people within 6 categories for the study. 63 associations were covered in studying the reality of orphans. The number of work team participating in the study was also The reality of orphans: 697 male and female workers, and the number of beneficiaries of orphan care associations and institutions that were included in the study of the reality of orphans: 2,498 beneficiaries. “Rushd” did not forget to prepare 72 initiatives and develop the logical framework for them.
The project's objectives are directly or indirectly linked to at least 10 strategic objectives emanating from the Kingdom's Vision 2030, meaning up to 37% of the strategic objectives. We see the clarity of the connection in particular in the sub-objectives emanating from the main strategic goal, “Empowering Social Responsibility,” as the strategy will support volunteer work related to caring for orphans and people of unknown parentage, and will also enhance corporate practices to carry out their societal responsibilities and achieve sustainability in this field. The strategic framework will be a fundamental pillar in enabling non-profit institutions concerned with the care of orphans and people of unknown parentage to achieve a greater impact and a more prominent return on their investments.
On the other hand, there are 10 main outputs of the initiative, which represent independent projects within the comprehensive strategy for orphan care, which are:
1. A book on applications for caring for orphans throughout Islamic history.
2. Study the regulations and laws related to orphan care and compare them in approximately 14 Arab and international countries.
3. Matrix for inventorying and evaluating the weight of partners and interested parties.
4. A comprehensive study of the reality of orphan care in the Kingdom:
• First: Orphan care associations and institutions in the Kingdom of Saudi Arabia.
• Second: Beneficiaries of orphan care programs and activities in charitable organizations and relevant entities.
• Third: Workers in orphan care associations and institutions in the Kingdom of Saudi Arabia.
• Fourth: Supporters and donors of orphan care programs and activities in the Kingdom of Saudi Arabia.
• Fifth: Volunteers in orphan care programs and activities in the Kingdom of Saudi Arabia.
• Sixth: Specialists, interested parties, and society.
5. Matrix of orphans’ needs according to age classification.
6. Strategic analysis of orphan care needs in the Kingdom.
7. Comparison of global performance indicators for orphan care.

The launching ceremony was graced by His Excellency Mr. Mohammed Al-Qaseer, Director General of Orphans at the Ministry, His Excellency Dr. Ziad Al-Hogail, CEO of Sulaiman Bin Abdulaziz Al Rajhi Endowments Holding Company, His Excellency the former Undersecretary of the Ministry of Social Affairs, Dr. Abdullah Al-Sadhan, and a number of those interested in the field of orphans and advisors to the initiative.
